This optical illusion was published by Will Kerslake, game developer, and it went viral! People are wondering whether it is an animation or not. It is not, it is a static picture.
So there are 12 black dots in the picture, but most people can not see them, can not see all of them at once, pretty annoying, right?
Blame your peripheral vision for that! 
Focus on a dot, you see it clearly, but if you try to see dots around it — they just appear and then disappear. The same will be happening with a random text. You focus on a word, see it, but if you try to read something above or below without moving your eyes, everything will look very blurry.
